Job Announcement of Decade Collaborative Centre on Ocean-Climate Nexus/Coordination Amongst Partners in P. R. China (DCC-OCC)
Overview
Proclaimed in 2017 by the United Nations General Assembly, the UN Decade of Ocean Science for Sustainable Development (2021-2030) (‘the Ocean Decade’) is a once-in-a-lifetime global initiative on ocean science and technology at the beginning of the third millennium. It seeks to stimulate innovative science-based solutions for the sustainable development of the ocean, climate and human society. The Decade Coordination Unit (DCU) located within the Intergovernmental Oceanographic Commission (IOC) Secretariat is mandated to charge the specific implementation of the Ocean Decade with the support of different types of decentralized coordination structures including the Decade Collaborative Centres (DCCs) and Decade Coordination Offices (DCOs). DCCs are responsible for organizing and coordinating Decade programs and related actions and contribute to the planning, calling for, implementation, monitoring and evaluation of the Decade actions, as well as the compiling, integration and application of the results.
Hosted by the First Institute of Oceanography (FIO), Ministry of Natural Resources (MNR) of China, the Decade Collaborative Centre on Ocean-Climate Nexus/Coordination Amongst Partners in P. R. China (DCC-OCC) has been officially endorsed by the IOC-UNESCO. The primary focus of the DCC-OCC is on coordinating global scientific and technological innovation and cooperation in the field of ocean and climate within the framework of the Ocean Decade. Specifically, the Centre strives to improve ocean and climate prediction ability at the global level, produce and release high-quality public service products, demonstrate ocean-based solutions to climate change and sustainable development of human society, enhance prediction and forecasting capacities and services of the ocean and climate to promote climate change mitigation and adaption across the globe and regions as well as build resilience to extreme climate events, facilitate capacity building particularly the capacity of early-career scientists from Small Island Developing States, Least Developed Countries and developing countries to be involved in the Decade, and increase communications among stakeholders and their engagement in the Ocean Decade. Moreover, the Centre will also serve to coordinate other partners in China. The office of DCC-OCC is based in Qingdao, China.
FIO located in Qingdao, China is a non-profit comprehensive marine research institute with the mission of implementing basic and applied research. It aims to advance the development of marine science and technology, serve the management of marine resources and environment, national marine security and marine economic development, and it is a major marine scientific research entity within the innovation system of national science and technology.
According to the work needs, the DCC-OCC now is seeking globally 1) one Executive Director, 2) one Senior Project Officer, 3) two Project Officers, and 4) one Administrative Assistant.
1. One Executive Director
1) Primary Responsibilities
The Executive Director will assist the Director of the DCC-OCC in carrying out the tasks of the Centre. The responsibilities are specifically:
• Manage the daily operation of the DCC-OCC;
• Assist the Director in producing an annual work plan and budget and drafting semi-annual and annual work summary reports;
• Ensure and facilitate communication and exchanges between the Centre and relevant Ocean Decade programmes, Decade Implementing Partners (DIPs), stakeholders and other relevant international organizations;
• Design shared visions and initiatives in the field of ocean and climate and deliver ocean-based solutions related to the ocean-climate relationship;
• Organize diverse related domestic and international conferences and activities, responsible for communication and coordination with stakeholders, and raise funds or rally resources to support the work of the DCC-OCC and the implementation of affiliated programs;
• Attend relevant conferences and events on behalf of the Centre;
• Other duties as assigned by the Director and DCU.
2) Qualifications
• Doctor’s degree or senior title in the field of ocean or climate science; at least 10 years’ experience in international cooperation or international project management;
• Demonstrated case of successfully implementing and managing international cooperation and projects;
• Proven capacity to conduct international communication and coordination;
• Ability to utilize data analytical tools for evaluation and knowledge dissemination;
• Proven experience in raising funds for programs, projects, and actions;
• Excellent skills of verbal and written expressions in Chinese and English;
• Readiness to regular national and international travel.
3) Compensation
Annual salary ranges between USD 90k-120k (CNY 600k-800k) depending on the ability and experience of the candidate. All salaries are subject to Chinese income tax.
2. One Senior Project Officer
1) Primary Responsibilities
The Senior Project Director will assist the Director and the Executive Director in performing the Centre’s functions. The main responsibilities are as follows:
• Assist the Director and the Executive Director of DCC-OCC in providing effective support for DCU;
• Assist in organizing conferences at the national and global level, attend meetings and write reports;
• Build and maintain the DCC-OCC data hub and information sharing platform;
• Create and maintain the DCC-OCC website, ensuring that the content and form are pertinent and attractive;
• Draft best practice reports and other documents;
• Assist in building and maintaining connection between the DCC-OCC and other international organizations;
• Other duties as assigned by the Director and the Executive Director.
2) Qualifications
• Master’s degree or above in the related field of ocean and climate or policy; restrictions can be loosened to the candidates with long-period experience abroad;
• At least eight-year experience in international cooperation or scientific project management;
• Excellent English communication ability and written expression skills;
• Proven capacity to build and operate data and information platform;
• Readiness to frequent domestic and international travel.
3) Compensation
Annual salary ranges between USD 60k-70k (CNY 400k-500k) depending on the experience of the candidate. All salaries are subject to Chinese income tax.
3. Two Project Officers
1) Primary Responsibilities
Position 1
• Assist in organizing meetings and activities at the national and global level, attend meetings and write minutes;
• In charge of ocean and climate model bed testing and draft corresponding test reports;
• Build and maintain the DCC-OCC data hub and information sharing platform;
• Make positive communication with other stakeholders;
• Assist the Director and the Executive Director as needed.
Position 2
• Assist in organizing meetings or activities at the national and global level, attend meetings and write minutes;
• Analyze and summarize the progress of the Ocean Decade programmes in the field of ocean and climate, and assist in drafting best practice reports and other relevant documents;
• Assist in maintaining the DCC-OCC website, ensuring that the content and form are pertinent and attractive;
• Coordinate the activities of China’s Decade Implementing Partners;
• Assist the Director and the Executive Director as needed.
2) Qualifications
• Master’s degree or above in the related field of oceanography or climate science;
• Proven experience in international cooperation or international scientific project management;
• Demonstrated skills in multiparty collaborations and communication;
• Excellent skills of verbal and written expressions in English;
• Capacity to synthesize information and excellent analytical skills;
• knowledge of the Ocean Decade is highly desirable;
3) Compensation
Annual salary ranges between USD 40k-60k (CNY 300k-400k) depending on the ability and experience of the candidate. All salaries are subject to Chinese income tax.
4. One Administrative Assistant
1) Primary Responsibilities
• Organize and implement the financial, administrative and logistics work of the office;
• Assist in organizing meetings and activities of the DCC-OCC;
• Assist in updating and maintaining the webpages related to the DCC-OCC activities and announcements;
• Follow-up and analyze the implementation of the Ocean Decade at the national and global level;
• Draft reports and documents of the DCC-OCC activities;
• Translate relevant documents (including Chinese to English and English to Chinese);
• Other duties as assigned by the Director and the Executive Director.
2) Qualifications
• Interpersonal skills and commitment to the work;
• Excellent verbal and written skills in English;
• Master’s degree of English or Oceanography;
• Relevant experience is highly desirable;
• knowledge of the Ocean Decade is highly desirable;
• Experience in organizing logistical aspects of meetings and providing secretariat support to projects or programs;
3) Compensation
Annual salary ranges between USD 20k-35k (CNY 150k-250k) depending on the ability and experience of the candidate. All salaries are subject to Chinese income tax.
5. Others
1) Location
The office of the DCC-OCC is based in Qingdao, China.
2) The labor affiliation of the candidates with senior title will be formally transferred to the First Institute of Oceanography (FIO) through mutual negotiation.
