FIO Jointly Organizers the Round Table of 3rd China-Indian Ocean Region Forum on Blue Economy Development Cooperation
On December 16, the 3rd China-Indian Ocean Region Forum on Blue Economy Development Cooperation, under the theme of “Future of the Blue Indian Ocean - Development Practice of the Global South”, was convened in Kunming, Yunnan. As one of the important events of the forum, the Round Table: Promoting Ocean Climate Change Governance and Contributing to the Implementation of the Paris Agreement was co-organized by the First Institute of Oceanography (FIO) of the Ministry of Natural Resources (MNR) of China, the Second Institute of Oceanography of MNR, the Ocean University of China and Nanjing University of Information Science & Technology.
HU Zhangliang, Vice Chairman of the China International Development Cooperation Agency, WANG Antao, Deputy Director General of the Department of International Cooperation of the Ministry of Natural Resources of China, WANG Fukang, Ambassador of the Department of Asian Affairs of the Ministry of Foreign Affairs of China and political officials of Myanmar, Papua New Guinea and other countries attended the Round Table and delivered speeches. Kouadio Affian, Chair of IOC Sub Commission for Africa and the Adjacent Island States, Niaz Ahmed Khan, Vice Chancellor of Dhaka University, QIAO Fangli, Deputy Director General of FIO and experts from ocean-related departments and institutes participated in the Round Table discussion.
Deputy Director General WANG Antao pointed out that the Chinese government, attaching great importance to response to climate change, has been actively engaged in ocean and climate change governance, and fully understood the special situation and concerns of countries in the Indian Ocean in issues related to climate change. In the future, China will take a series of practical actions to strengthen international cooperation, and promote knowledge sharing, technical communication and experience exchanges through joint establishment of the China-Indian Ocean Region Marine Cooperation and Training Centre. In addition, China will work with countries to set up the Ocean and Climate Observation System in the Indian Ocean Region to improve the ability of ocean forecast and early warning.
Prof. QIAO pointed out that the blue disaster prevention and mitigation for countries in the Indian Ocean was of vital importance. The independent innovative and scientific results FIO has made in the fields of ocean and climate early warning systems, research and development of new types of buoys and capacity building will contribute to the countries in the Indian Ocean in response to the challenges of ocean and climate change.
FIO’s Ocean and Climate Disaster Prevention and Mitigation Early Warning System in the Indian Ocean was launched and included into the Outcome List of this forum.
Over 100 participants including government representatives of Myanmar, Papua New Guinea and other countries, representatives of more than 30 international organizations, domestic and foreign research institutes, universities and enterprises attended the Round Table. Focused on topics of climate change, disaster prevention and mitigation, ocean governance and capacity building, the forum enabled representatives to have in-depth discussions on ocean governance, personnel cultivation and the implementation of the Paris Agreement against the backdrop of climate change and reached a series of consensuses and cooperation intentions. Experts and government representatives agreed to strengthen cooperation in marine governance and response to climate change, making contributions to the sustainable development of the oceans.
