Achievements of FIO Widely Recognized by Maritime Silk Road Countries

On September 28, the 3rd Marine Spatial Planning Cooperation Workshop of Maritime Silk Road Partner Countries & the Conference of Marine Spatial Planning Partnership was grandly opened in Beijing, bringing together more than 120 representatives from over 60 countries and international organizations, as well as over 200 representatives from domestic institutions. The conference not only deepened marine cooperation among countries along the Maritime Silk Road, but also served as a key platform for sharing Chinese wisdom and advancing China’s solutions for global ocean governance.

At the conference, Director General LI Tiegang, on behalf of FIO and the China Ocean Development Foundation, released the Case Studies on Integrating Marine Ecological Protection and Disaster Reduction into Marine Spatial Planning. Marine ecological protection and disaster prevention and mitigation are key components and priority areas in the development of marine spatial planning. They not only significantly enhance the safety and resilience of coastal and marine social-ecological systems but are also essential for achieving a sustainable blue economy. Based on the summarized experiences from Jiangsu, Shandong, Guangxi, Yantai, Zhanjiang in China, and Chonburi Province in Thailand, the research team of FIO has compiled this collection of typical cases. It aims to provide experience and reference for countries along the Maritime Silk Road in the formulation of marine spatial planning.

Dr. QIAO Fangli, Director General of FIO and Director of DCC-OCC, presented two high-quality marine public products developed by DCC-OCC hosted by FIO—the Coastal city Ocean-bAsed Solution Toolkit for sustainable development (COAST) and the next-generation Jingwei buoy. These achievements highlight China’s progress in marine governance technologies and provide important support for China’s deeper engagement in and contribution to global ocean governance and sustainable development.

To help Maritime Silk Road countries strengthen their ocean governance and climate resilience, Dr. QIAO, on behalf of DCC-OCC, together with China Oceanic Development Foundation, donated next-generation Jingwei buoys to Fiji, Yemen, Maldives, and Antigua and Barbuda. This practical initiative demonstrates China’s firm commitment to sharing scientific and technological advances with the world and building a maritime community with a shared future, earning high praise from participating representatives.

The promotion and application of the three outcomes developed by FIO in countries along the Maritime Silk Road fully demonstrate China's technical strength in the field of ocean governance and provide crucial support for China's deep involvement in and advancement of global ocean governance and sustainable development. Among these outcomes, the practical initiative of gifting the "Jingwei" buoys to four countries, including Fiji, vividly exemplifies China's firm commitment to sharing scientific and technological achievements with other nations and jointly building a maritime community with a shared future. This move has been highly praised by representatives from various countries attending the event.

Looking ahead, FIO will continue to empower the Belt and Road Initiative with independent, advanced marine technologies, further expanding in-depth cooperation between China and relevant countries in areas such as marine scientific research, technology transfer, and capacity building, contributing scientific and technological strength to advancing South-South cooperation and jointly forging a sustainable blue future.
