The ocean plays a crucial role in shaping the global climate, and obtaining accurate oceanic data is essential for the development of prediction and forecasting systems. To address the need of translating ocean science into solutions for sustainable development, the First Institute of Oceanography, Ministry of Natural Resources, China, launched the Ocean to climate Seamless Forecasting System (OSF) Programme, which was endorsed as a UN Ocean Decade Action in June 2022.

As the first endorsed Programme under the framework of United Nations in the field of physical oceanography in China, the OSF Programme signifies a major advancement in China’s capabilities in ocean and climate prediction. This programme is at the forefront of a rapidly evolving field that has garnered significant global attention. It marks a key transition from accumulating knowledge to taking a leading role, positioning China as a major player in ocean and climate science.

Established in November 2022, the OSF Programme Office is tasked with the following responsibilities:

1.Facilitate communication and coordination between the OSF Programme, the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO), the Ocean Decade Collaboration Center, and other relevant programmes.

2.Foster international and domestic collaborations on topics such as ocean observation technologies, air-sea coupling theories, and advanced forecasting models.

3.Oversee the implementation of the OSF Programme, supporting the work of the OSF Advisory Board, Scientific Steering Committee, and affiliated Projects.

4.Promote the professional development of young scientists through capacity-building initiatives.

5.Cultivate and maintain partnerships with international projects and organizations in related fields.

6.Disseminate updates on research findings and programme outcomes.
